Each dial below is a field of Tunables in the simulation, with the default the rule always had. Edit a draft, apply it and the next world you found in this browser runs on it; the play page in another tab is told. Export writes the same JSON the native launcher reads from assets/tunables/. Costs and chances change on apply; a running world keeps the rules it was founded with.
